Letter
of Maritza Lugo, I accuse

"Manto
Negro" Women's Prison Statement by Maritza Lugo, Cuban political
prisoner of conscience, denouncing and accusing the Cuban government and
its State Security. It is addressed to all people of good will who
defend human rights.
From
this horrible place, I come before you: the international organizations
who defend human rights; the organizations defenders of democracy,
justice and peace, the religious organizations who promote liberty; the
whole world and its people, to denounce the government of Cuba:
I
accuse the dictatorial government imposed on Cuba and its repressive
arm, the State Security, of all the injustices and abuses they commit
against the Cuban people, the penal population, and, specially, against
the political prisoners of conscience. I accuse those miserable and
cowardly men and women who, through the use of force, commit all types
of human rights violations, while nothing stops them as they attempt to
defend a false revolution built and maintained upon a foundation of lies
and infamies. As a physically defenseless woman in ill-health; as a
mother of two unfortunate daughters currently without a mother's care
and armed with my religious faith as only weapon, I accuse. I accuse
them of publicly blaming every day a foreign country to give a false
impression to the Cuban people that they have nothing to be guilty of.
And this is why we, the repressed ones, demand that the criminals be
sanctioned in the name of all victims that have suffered and continue to
suffer in our homeland.
Stop
already the continuous wanton detention of innocent people whose only
crime is disagreeing with the Castro regime. Stop taking them to
inhumane prison cells where they are physically as well as
psychologically tortured, as are their family members. They are kept in
these prisons for an arbitrary and undetermined amount of time, living
among dangerous common criminals and exposed to all kinds of risks. They
are kept incarcerated for months without an expeditious trial, serving
an unjust sentence while waiting to be charged or tried, as others are
tried and unjustly condemned. To the dictatorial government I say, stop
denying that you torture people. Stop denying international
organizations access to our prisons with the pretext that you do not
accept others meddling in your internal affairs or that you do not
compromise your sovereignty. To promote your agenda, you conveniently
allow bribery and deception to prevent the inspection of these prisons
according to international law.
I
denounce that political prisoners are treated differently from other
prison inmates. We are more rigorously repressed, even though the
behavior of some common prisoner may be undesirable. Political
prisoners, "counterrevolutionaries", as they call us, are
constantly watched by guards and common prisoners trained for this sole
purpose. We are searched more often and more demands are placed on us to
follow their stringent, so-called rules. The women's prisons are
practically uninhabitable due to the putrid water that leaks from the
floors above. The sinks are clogged and the prisoners have to do their
wash on the floor. We are neither given supplies nor detergents to
clean, leaving us to our own resources to solve our problems, sometimes
using our own pieces of clothing. But this doesn't stop them from making
demands on us and passing inspection to check our cleanliness. If they
fail you, they submit a report that may carry the possibility of
punishment. Medical attention is atrocious and there's hardly any
medicine, while the communist government affords the luxury of exporting
doctors and medicine to other countries. This is not done because
government officials are kind and generous people. This is done for
propaganda purposes only, taking advantage of the misery other nations
suffer to sell them their propaganda of solidarity and unselfish
interest.
Stop
showing the exteriors walls of prisons as well-kept and elegant facades,
while incarcerated human beings are degraded in extreme dearth.
I
denounce that the prison food is vile. We are given a very small
quantity every day of rice with ground soy beef or badly cooked
macaroni. The dictatorial regime justifies blaming the so called
blockade. But what it does is inhuman. They refuse to send transport to
pick up the generous supply of mangoes the Finca Baragua, in the
municipality of San Miguel del Padron was offering, free of charge to
the prisoners of the Combinado del Este Prison. What they did instead
was come up with a diabolical scheme to steal my family's farm by force
( not taking into account their own law which does not allow them to do
this ) only because the farm is the headquarters of the Partido 30 de
Noviembre, an open opposition movement that officially does not
recognize the so called revolutionary government. Families arrive weary
and emaciated bringing bags of food to supply the needs of the prisoners
only to be turned away because authorites fail to notify them that
visiting hours have been changed, even though this government has plenty
of computers to keep tabs on the civilian population. This is why they
don't want international inspections.
They
don't want the world to know these internal matters, so well-known to
the innocent political prisoners. I denounce that, in the majority of
cases, we leave these prisons physically ill, thus history continues to
repeat itself as so many of us are imprisoned so many times. This is why
Castro's government represses us implementing Law 88 which prohibits and
penalizes any group of two or more people whose ideas resist and oppose
the revolutionary government of Castro.
I
accuse the Castro government of separating the Cuban family who, in
desperation, flee Cuba for political reasons, and because of failed
political, and economic policies, dispersing Cubans throughout the
world. The so called revolutionary government justifies everything using
the "blockade and the meddling U.S. policies" as an excuse.
But the Cuban people want to leave their country overwhelmed by the
infamy and tyranny, making use of whatever means available, including
hiding in the wheel compartment of planes leaving for Great Britain or
Spain, or joining the 11,000 who mobbed the Peruvian Embassy. Let's
remember a history which prevails with our pain and blood, even though
the regime denies it with its designed propaganda apparatus.
I
accuse the so called revolutionary government of the political and
democratic ignorance our people suffer, as they deceive the unwary
people of the world with their propaganda of mass and cultural
education. They accomplish this by creating public opinion directed by
the state using Nazi style techniques copied from Bolshevik Russia where
Cubans pay a high price, acting hypocritically as they pretend to go
along in public in order to subsist.
We
ask the addressees of these lines, soon to convene in Geneva,
Switzerland at the Human Rights Commission to discuss Cuba, to consider
the ill-treatment of the Cuban people by its own government. I know that
no delegation, not even those who defend Castro, will be permitted to
come visit me so that they can see and corroborate this raw truth. I
believe that if justice exists in the world, this government should be
sanctioned for this and so many other violations they are constantly
inflicting upon the Cuban population as they deceive and laugh at the
whole world.

Denuncia
acusatoria al gobierno cubano y a la Seguridad del Estado efectuada por
Maritza Lugo Fernández, presa política y de conciencia a las
personas de buenas voluntades que defienden los derechos humanos:
Yo
acuso, desde este lugar tan horrible, ante todas las organizaciones
internacionales, defensoras de los derechos humanos; ante las
organizaciones defensoras de la democracia, la justicia y la paz; ante
las organizaciones religiosas que promueven la libertad ante los hombres
y ante el mundo entero.
Yo
acuso al gobierno dictatorial implantado en Cuba y a su brazo represivo,
la Seguridad del Estado, por las injusticias y abusos que cometen contra
el pueblo cubano, la población penal y muy en especial los presos
políticos y de conciencia. Yo acuso a los cobardes y miserables que
haciendo uso de la fuerza comenten todo tipo de violaciones contra los
derechos humanos, sin que nada los detenga cuando se trata de defender
una falsa revolución construida y mantenida sobre una base de mentiras
y de infamias. Yo acuso desde mi cuerpo de mujer indefensa, enferma de
salud, con mis hijas pobrecitas sin su madre y armadas mis débiles
manos con el rosario de mi fe creyente. Acuso que todos los días tienen
a algún país o a alguna persona a quien acusar públicamente sólo por
darle al pueblo la falsa imagen de que a ellos no hay que acusarlos, por
lo que nosotros, los reprimidos, exigimos que los criminales sean
sancionados por las tantas víctimas que han padecido y padecen en esta
patria nuestra.
Basta
ya de que sigan deteniendo a personas inocentes siempre que se les
antoje por el único delito de no estar de acuerdo con el sitema
castrista. Basta ya de que sean llevadas a calabozos bajo condiciones
inhumanas donde son torturados física y psíquicamente, sobre todo, no
sólo ellos sino también sus familiares, después que los mantienen en
los calabozos por el tiempo que a ellos les convenga, los envían a la
prisión a convivir con presos de alta peligrosidad corriendo todo tipo
de riesgo. En prisión las mantienen por varios meses, si no son
condenadas por sus propios tribunales, aunque de esta forma siempre
cumplimos injusta condena por el tiempo que permanecemos presas sin ser
enjuiciadas, mientras que a otras personas las enjuician y condenan
siempre sin justicia y a su conveniencia.
Basta
ya de negar el gobierno dictatorial de que él no tortura y de negar el
acceso internacional a las prisiones con el abierto pretexto de no
permitir intromisiones internas a su soberanía o de permitir, no sólo
de acuerdo a su "arrienda" conveniencia y a trucos que eviten
o entorpezcan sean inspeccionados bajo reglas internacionales.
Yo
acuso de que los presos políticos somos tratados totalmente diferente a
los demás reclusos, con mayor rigor represivo, aunque la conducta de
algunos presos comunes sea indeseable. A los presos políticos
contrarrevolucionarios, como ellos nos llaman, nos mantienen
estrechamente vigilados por los guardias y presos comunes que preparan
para esto. Somos más requisados y son más exigentes con sus mal
llamados reglamentos. Las galeras están prácticamente inhabitables por
las filtraciones de aguas podridas que caen de los pisos superiores. Los
lavaderos se hayan tupidos y las presas tienen que lavar en el suelo. No
dan instrumentos ni detergentes para limpiar, teniendo las presas que
solucionar sus problemas con sus propios medios, en ocasiones con alguna
pieza de vestir. No por eso dejan de exigir, y a diario pasan
inspección para comprobar la limpieza. Si no están de acuerdo imponen
un reporte lo cual conlleva la posibilidad de que el preso reciba un
castigo por ello. La atención médica es pésima y casi nunca hay
medicamentos, mientras el gobierno comunista se da el lujo de enviar
médicos y medicamentos a otros países. No por que sean buenos los
gobernantes cubanos y sí por pura propaganda, aprovechando las
desgracias que puedan perjudicar a otros pueblos para venderles su
propaganda con el discurso de desinterés y solidaridad.
Basta
ya de presentar exteriores de prisiones cuidadas y elegantes como
fachada, cuando los seres humanos preos son degradados a extrema penuria.
Yo
acuso que la alimentación en las prisiones es pésima. Casi todos los
días dan arroz con picadillo de soya o macarrones, siempre mal
elaborados y en pequeñas cantidades. El gobierno dictatorial se
justifica con lo que llama bloqueo, pero lo que hace es inhumano. Se
negó a enviar transporte para recoger los mangos que se le ofrecían en
la finca Baraguá, en el municipio San Miguel del Padrón, donados
gratuitamente para los presos en cantidad generosa que se encuentran
recluidos en la prisión llamada Combinado del Este. Lo que hicieron fue
montar un diabólico operativo para robarle la finca a mi familia por la
fuerza, sin ni siquiera contar con la propia ley de ellos ya que ni
ésta los legitimiza para esto, sólo por que les molesta que sea la
sede de nuestro Partido 30 de Noviembre que es opositor público y que
no reconoce oficialmente al mal llamado gobierno revolucionario. Los
familiares se ven extenuados trayendo jabas con alimentos para mal
suplir las carencias que afectan al preso y a veces regresan con ellas
porque les cambian las visitas sin notificarles, porque no se toman el
trabajo de controlar estos cambios a pesar de que las abundantes
computadoras que poseen para chequear a la población civil. Por eso no
quieren inspecciones internacionales para que no se conozcan estos
asuntos internos. ¿Cómo saben estos inocentes presos políticos de
prision?.
Yo
acuso que la mayoría salen enfermos fisicamente. Y así la historia se
repite porque somos muchos a los que nos han llevado a prisión en
muchas ocasiones. Por eso el gobierno de Castro nos reprime con la Ley
88, para prohibir y penalizar que estén reunidas dos personas o más
resistiendo con sus opiniones al gobierno, de Castro, revolucionario.
Yo
acuso al régimen castrista por las familias cubanas separadas en muchos
países del mundo que por causas políticas y por la política
económica fracasada del gobierno desesperadas huyen de Cuba. El
gobierno mal llamado revolucionario lo justifica con el pretexto del
"bloqueo y la política injerencista norteamericana", pero el
pueblo cubano quiere marcharse de su patria agobiada por la infamia y la
tiranía, haciéndolo incluso en trenes de aterrizajes de aeronaves con
destino a otros países como Gran Bretaña y España. O acinándose 11
mil personas en una embajada como la del Perú. Recordemos la historia
porque está vigente con dolor y sangre, aunque el régimen la niegue
con diseñado aparato de propaganda.
Yo
acuso al mal llamado gobierno revolucionario por la ignorancia política
y democrática que sufre este pueblo, donde la cultura y educación de
masas que tanto propagan con ello engañan a incautos en el mundo. Se ve
el precio de hacer al cubano un simulador para subsistir de un
hipócrita en su proyección pública o para fabricar el estado de
opinión dirigido por el Estado, al puro estilo nazi que se copió de la
Rusia bolchevique.
A
los destinatarios de estas líneas que se reunirán próximamente en
Ginebra, Suiza, en la Comisión de Derechos Humanos sobre el tema de
Cuba se les exhorta a considerar el caso del pueblo cubano maltratado
por el gobierno aunque sé que a ninguna delegación, incluso en una
comisión formada por miembros que defienden a Castro, se les va a
permitir que me vengan a ver para oír y constatar crudamente esta
verdad. Creo que si hay justicia en el mundo, este gobierno debe ser
sancionado por ésta y por las muchísimas violaciones que
constantemente comete burlandose del mundo entero.
