The Roman Catholic Church in Cuba

The Cuban Catholic Church is deeply divided, in spite of its efforts to appear united, according to experienced Vatican watchers in this city. The Church is split into two camps. The young and "ardent" Catholics see as their model the Bishop of Santiago de Cuba, Pedro C. Meurice Estiu. The nominal and compromised Catholics follow Cardinal Jaime Ortega Alamino. Cardinal Ortega "is not providing the dynamic guidance required by times" commented a Vatican source. He is diplomatic, traditional and a good man, but lacks leadership ability. "The Church in Cuba needs a more energetic and confrontational leader, who will lead the Church from submission to positive action" commented this well-placed observer. The Vatican is reviewing the role of its religious leaders in Cuba, Colombia and Venezuela.

Hugo Chávez Faces Armed Forces

Venezuelan President Hugo Chávez recently appointed his Foreign Minister José Vicente Rangel as his new Minister of Defense. Rangel, a well known Marxist, confronts a big task: to purge and renovate the armed forces. Quietly, a race against time is taking place in the military in Venezuela. The two contenders are those opposed to revolutionary Marxism and those who blindly follow Chávez.

Traditional non-Marxist military know that is a matter of time until they will have to face squarely Chávez' revolutionary followers. The appointment of Rangel is seen by the military as the last nail in their coffins. Is Chávez ready to face his Armed Forces? Are the Armed Forces ready to face their executioners? Is there any way out? Since 1998 Cuba has been training Marxist Venezuelans. Will the appointment of Rangel signal the time for the encounter with the military? In the mean-time everybody is talking about a military coup in Venezuela.

Secretary Powell: Cuba, Colombia and Venezuela

Perhaps the first major crisis for Secretary of State Colin Powell will be not in the Middle East but in the Caribbean. The Colombian Armed Forces are complaining of Venezuela's open support of Marxist guerrillas. On the other hand, Venezuela's internal situation is at the brink of disaster and could drive the conservative military to intervene. And Cuba, at the hub of this problem, is throwing fuel onto the fire. Secretary Powell may face his baptism of fire closer to home that he expects.

Change in the Cuban Military

Q. I have heard of the recent changes in the Cuban Armed Forces. What is going on? M.M.F. Columbus, OH

A. Really nothing substantial. Major General Ramón Espinosa Martín, 61, was promoted to the rank of General of Corps (three stars). Espinosa Martín is a member of the Cuban military establishment. Some members of the press are reading too much into his promotion. He has been promoted in his present position and nobody else has been changed. His elevation to three-star general makes him equal in rank with the Minister of the Interior Abelardo Colomé Ibarra. There is not sufficient information at this time to comment about the promotion. However, there are indications that Major General Leopoldo (Polo) Cintra Frías, Chief of the Western Army, continues under house arrest. If this is confirmed it would signal a major development.

Guess Who Is Coming to Dinner?

Dr. Antonio Castro Soto del Valle, an orthopedic surgeon and one of the five sons of Fidel Castro with his second wife Dalia Soto del Valle, married a Black Cuban woman. Consternation erupted in his family.

Just Music

Q. What do you anticipate will happen when Castro dies? D.R.C. Aurora, IL.

A. Music. The Cuban government, in tune with traditional Soviet custom, will play funereal music. They will announce that a 30-day period of official mourning will take effect and that the First Vice President, Raúl Castro Ruz, will assume the positions formerly occupied by his deceased brother. There is a copy of a funeral plan in this country that stipulates the arrangements.

Of course, we are talking of the case that Castro's death would be due to natural causes. If the cause of his death is other than anticipated, I can't predict what will happen. Politically, sometime after his death, it is expected that substantial if not dramatic changes will take place on the island.

The Black Caucus and Cuba

Q. Why does the Black Congressional Caucus support Castro? Don't they know that many of the Cuban dissidents are blacks? L.E.A. Bloomfield, MI

A. Most of the members of the Black Caucus are socialists, and they love Castro. In regard to the Black Cuban dissidents, this is a complicated issue. The word "black" when applied to American politics is very elastic, and subject to interpretation. According to most members of the Congressional Black Caucus, to be middle of the road or conservative is a disqualifying factor for being black. By this definition, Secretary of State Colin Powell is not black. Following this relative (or situational) logic of race, Cuban blacks who are anti-Castro have forfeited membership in the black group. If you protest this arbitrary interpretation of fact you are likely to be called racist in today's political climate.

Is He Senile?

Q. Why does Castro appear so often and preach aggressively on the Cuban television program Round Table? Is he senile? D.C.R. Miami, FL.

A. A distinguished scholar and Cuban watcher termed this behavior "a hyper-active geriatric condition." The syndrome was also exhibited by Mao Zedong in his declining years.

Search for CIM

Q. I follow Cuban Revolutionary history, but I can't find any mention of an organization with the acronym CIM in the literature. Can you help me?
A.V.R. Bilbao, Spain.

A. Maybe you are referring to Contra Inteligencia Militar (CIM). This is a little-known organization inside the Revolutionary Armed Forces whose task is to watch the military. This agency has been a low-key organization that maintained itself separated from the Ministry of the Interior (MININT). When Abelardo (Furry) Colomé Ibarra assumed the leadership of the MININT in 1989 after the imprisonment of General José Abrantes, the CIM supplied personnel to the MININT during the transition period. Over time, the CIM has been a weak or strong organization, apparently driven by domestic winds. It is not well known in Cuba, but many powerful men of the regime have passed through its ranks.

Paying Political Debts

Some influential members of the Cuban American National Foundation (CANF) are pushing for an indictment of Fidel Castro in the spy case being tried in Florida. According to the CANF, it is clear that the downing of the planes of Brothers to the Rescue and the death of some of its members was a premeditated case of "assassination." If the Foundation doesn't publicly press the case, it will lose face among its followers. There could be a follow-on effect on Jeb Bush's plans for re-election as Governor of Florida.

Washington is aware of this situation among Cuban-American voters. At the same time, President George W. Bush knows he can't look soft in front of his followers around the nation. With just a phone call from the White House, Castro could join his countrymen as an additional defendant in the Miami court.

EDICIÓN EN ESPAÑOL

Iglesia Católica Cubana

La Iglesia Católica Cubana a pesar de sus esfuerzos de mostrarse unida está profundamente dividida, comentan observadores del Vaticano en esta ciudad. La Iglesia Cubana está dividida en dos claros campos. Los católicos más jóvenes y militantes ven como modelo a seguir la persona del Obispo de Santiago de Cuba, Pedro C. Meurice Estio. Los católicos nominales y comprometidos con el régimen siguen al Cardenal Jaime Ortega Alamino. El Cardenal Ortega "no está proveyendo la guía dinámica que requieren los tiempos", comentó un prelado del Vaticano aquí en Washington. Él (Ortega) es diplomático, tradicional y un buen hombre, pero carece de lideratura. "Cuba necesita un dirigente más energético y de enfrentamiento que guíe la iglesia de la sumisión a una acción más positiva", comentó este conocedor. El Vaticano se encuentra en un proceso de revisión de los dirigentes eclesiásticos de Cuba, Colombia y Venezuela.

Hugo Chávez Encara las Fuerzas Armadas

El Presidente Hugo Chávez recientemente nombró a su Ministro de Relaciones exteriores como el nuevo Ministro de Defensa. Rangel, un conocido marxista, tiene un imponente trabajo que realizar: purgar y renovar las Fuerzas Armadas. Una callada carrera en contra del reloj está teniendo lugar en Venezuela. Por un lado, los opuestos al marxismo revolucionario; en contra de los que siguen a Chávez ciegamente.

Los militares tradicionales, no marxistas, saben que es cuestión de tiempo para enfrentarse a Chávez y sus revolucionarios. El nombramiento de Rangel como Ministro de Defensa es visto por los militares como la última excavación en sus sepulturas. ¿Está Chávez listo para enfrentarse a sus Fuerzas Armadas? ¿Están las Fuerzas Armadas listas para encarar a sus verdugos? ¿Existe una salida a la presente situación? Desde 1998 Cuba ha estado entrenando militarmente a marxistas venezolanos. ¿Será el nombramiento de Rangel la señal para el encuentro con los militares? Mientras tanto, todo el mundo está hablando de un golpe militar en Venezuela.

Powell: Cuba, Colombia y Venezuela

Tal vez el primer gran problema del Secretario de Estado, Colin Powell, no será en el Mediano Oriente sino en el Caribe. Las fuerzas armadas colombianas se están quejando del abierto apoyo de Venezuela a las guerrillas marxistas. Por otro lado, la situación interna de Venezuela está al borde del desastre y moverá a las fuerzas armadas venezolanas a intervenir. Y Cuba se encuentra en el centro de todo esto echando combustible al fuego. Powell puede recibir su bautismo de fuego en el Caribe.

Cambios Militares

P. He oído que ha habido cambios en las fuerzas armadas cubanas. ¿Qué está pasando? M.M.F. Columbus, OH

R. En realidad nada substancial. El Mayor General Ramón Espinosa Martín, 61, fue promovido al rango de General de Cuerpo (tres estrellas). Espinosa Martín es un miembro del establecimiento militar cubano. Algunos miembros de la prensa están viendo demasiado en este ascenso. Espinosa ha sido ascendido en su presente posición y no ha habido otros cambios. Su ascenso a general de tres estrellas lo equipara al rango de Abelardo Colomé Ibarra, Ministro del Interior. En este momento carecemos de suficiente información para comentar acerca de este ascenso. Sin embargo, hay indicaciones que el Mayor General Leopoldo (Polo) Cintra Frías, Jefe del Ejército Occidental, se encuentra bajo arresto domiciliario. Si esto es confirmado señalaría importantes acontecimientos.

¿Imagínate quién viene a cenar?

Sólo Música

P. ¿Qué anticipa usted que pasará el día que muera Fidel Castro? D.R.C. Aurora, IL.

A. Música, sólo música. De esta manera el pueblo cubano conocerá la noticia. El gobierno de Cuba, siguiendo la tradición soviética, tocará música fúnebre en la radio y la televisión. Se anunciará un período de duelo oficial por 30 días y se dejará conocer que el Primer Vice Presidente, Raúl Castro Ruz, asumirá todos los cargos ocupados por su difunto hermano. Existe en este país una copia de los planes que estipulan los arreglos funerarios.

Por supuesto, estamos hablando en caso de que su muerte obedezca a causas naturales. No puedo predecir, en caso contrario, lo que sucederá. Políticamente, algún tiempo después de su muerte, se espera que tendrán lugar cambios substanciales sino dramáticos en la isla.

El Black Caucus y Cuba

P. ¿Por qué el Grupo Negro del Congreso apoya a Castro? ¿No saben ellos que la mayoría de los disidentes cubanos son negros? L.E.A. Bloomfield, MI

R. La mayoría de los miembros del Grupo Negro del Congreso son socialistas y aman a Castro. En lo referente a los disidentes cubanos negros este es un asunto complicado. La palabra "negro" cuando se aplica a la política americana es muy elástica y sujeta a interpretación. De acuerdo a la mayoría de los miembros del Grupo Negro del Congreso ser moderado o conservador es un factor descalificante para ser políticamente negro. De acuerdo a esta definición el Secretario de Estado, Colin Powell no es negro. Siguiendo este tipo the lógica relativa o relacional de las razas, los cubanos negros anti Castro han perdido por su actitud ser miembros del grupo negro. Si usted protesta esta arbitraria interpretación de los hechos corre el riesgo de ser llamado racista en el clima político imperante.

¿Está Senil?

P. ¿Por qué Castro sermonea tan agresivamente en el programa de televisión cubano Mesa Redonda, está senil? D.C. R. Miami, FL.

R. Un distinguido académico y observador de Cuba de esta capital definió su conducta como: una condición de hiper actividad geriátrica. Este síndrome lo exhibió también Mao Zedong en sus años de declive.

Búsqueda del CIM

P. Yo sigo el acontecer histórico de la revolución cubana, pero no he podido encontrar mención del acrónimo CIM en ninguna parte, ¿ Puede ayudarme?
A.V.R. Bilbao, España.

R. Tal vez usted se está refiriendo a la Contra Inteligencia Militar (CIM). Esta es una organización poco conocida dentro de las Fuerzas Armadas Revolucionarias que tiene como misión vigilar a los militares. Esta agencia de poco relieve se ha mantenido separada del Ministerio del Interior (MININT). Cuando Abelardo(Furry) Colomé Ibarra asumió la dirección del MININT, en 1989, tras el encarcelamiento del General José Abrantes, la CIM suplió al Ministerio del Interior de personal durante la transición. Con el devenir de los años la CIM ha sido una organización débil o fuerte de acuerdo a los vientos que soplen. No es una organización muy conocida en Cuba, pero muchas personas poderosas han surgido de la misma.

Pagando Deudas Políticas

Influyentes miembros de la Fundación Nacional Cubano Americana (CANF) están abogando por el procesamiento judicial de Fidel Castro en el caso de los espías que se están juzgando en Miami. De acuerdo con la CANF es claro que el derribo de los aviones de Hermanos al Rescate, que resultó en la muerte de algunos de sus miembros, fue un caso premeditado de asesinato. Si la Fundación no presiona públicamente el caso perderá prestigio entre sus miembros. Esta gestión podrá tener repercusiones en los planes de reelección del gobernador de La Florida Jeb Bush.

Washington está consciente de la situación de los cubanoamericanos. En estos momentos el Presidente George W. Bush sabe que no puede lucir blando frente a sus seguidores de la nación. Solamente con una llamada de la Casa Blanca el nombre de Castro aparecerá en la lista de acusados ante las cortes de justicia.
