Cuba at the Crossroads

Facing the tacit international conspiracy against the liberation of Cuba, the free people in exile, the voice of the gagged people of the Island, are raising their most energetic protest.

The Cuban nation is going through one of the most critical moments of its history. Turning their backs on the suffering of our people, and on its desperate efforts of nearly four decades to accomplish its freedom, a series of international factors are feverishly moving to force upon the Island a negotiated formula which is alien to the interest of the Cuban people. This would be a tragic mockery of the nefarious Treaty of Paris of 1898.

Which is that formula about which neither the people of the Island, nor the people in exile, have been consulted? It is none other than the Chinese model, that is, an economic opening without a corresponding, simultaneous political opening. Prosperity without freedom. A social development without democracy. A replacement of the people’s sovereignty, which should and has to rise solely from free elections, by an unlikely rectification of the totalitarian system, which rectification would be expected to be performed by the same individuals who created the said system. In brief, a money perestroika in lieu of the Platt Amendment.

In face of such a grave development—which threatens to perpetuate the political slavery and moral servitude of the Cuban people – for several more decades- the undersigned institutions and organizations have agreed to publicize the following pronouncement:

  1. We categorically reject all sorts of understandings, pacts or arrangements with Fidel and Raúl Castro, or with anyone who would perpetuate the present regime or the existing system in one of its variants under the pretense of a transitional government.
  2. We reaffirm that any mediation or intervention by international factors – be these foreign governments or supranational organizations—in the process that will lead to the resolution of the Cuban crisis, in order to be considered legitimate, must have the prior approval of the Cuban people on the Island and in exile.
  3. We reject any formula which does not explicitly entail:
    • The release of all political prisoners;
    • The return of exiles;
    • Full respect for human rights;
    • The full establishment of the RULE OF LAW and, therefore, of all those institutions which are appropriate and necessary to create a multiparty, representative democracy, as well as a social conscious market economy.
  4. We demand that the provisional or de facto government that shall arise as part of the solution to the present crisis shall commit itself to the proposition of calling a Constitutional Assembly within a reasonable period of time. The said governments shall immediately proceed to annul the present constitution and all such codes, laws and provisions upon which the Communist regime has based the enslavement of the people of Cuba.
  5. We demand the resignation of dismissal, and eventual bringing to justice, of the main perpetrators of the imposition of the Communist system.
  6. We declare that, in keeping with the ideals, feelings and aspirations of the people of Cuba in and outside the island, we recognize and support their full right and duty to fight for their freedom and all available means and methods.

We, the undersigned, believe that the present Cuban situation is much more serious that many would think. We further believe that the governments of the United States and several other countries in Europe and the Americas are being led by powerful domestic and international pressures –economic, religious, political, and even military- to reach an understanding with the Castro tyranny. This would in fact, and for an indefinite period of time, impede the reestablishment of all those freedoms and rights that the Communist totalitarianism has taken away from the Cuban people. Consequently, we hereby urge all organizations which represent the people of the Island and in exile, and whose hands are not set hereunder, to join us in this Declaration of Principles. A Declaration dictated by the spirit of the sacred intransigence of the early Cuban patriots such as Martí, Gómez and Maceo. Such patriotic intransigence is the only valid political and moral tradition in the Cuba of yesterday and of today.

The representatives of the exiles and those who have signed are integrated by Juan Pérez Franco, by the Asociación de Veteranos de Bahía de Cochinos; Enrique Huertas, by the Colegio Médico Cubano Libre; Antonio Jorge, by the Concertación Cívica Cubana; Huber Matos B., by Cuba Independiente y Democrática; Alberto Hernández, by the Fundación Nacional Cubano Americana; Luis Gómez Domínguez, by the Federación Mundial de Ex Presos Políticos Cubanos; Miguel Salas, by the Municipios de cuba en e Exilio; Orlando Bosh Dávila, by the Partido Protagonista del Pueblo; Juan Ruiz, by Unidad Cubana y Armando Pérez Roura.
